We have always had better luck planting Dahlia seeds than store bought tubers. It's best to start these early in winter in 4" pots about 1-2 months before your last frost in the spring, but don't let them get root bound in the pot as this will stunt growth. We do sneak them into our garden early in zone 7 here in March, but will cover them if we get a frost as the earlier you can get them in the ground the more fully double flowers they will produce. They dislike soggy conditions so make sure your garden bed is raised and not in a low spot in your garden area. You can also direct seed them in spring after your last frost but germination rates will be lower due to inconsistent outdoor conditions.
